CITY HALL HISTORIC RESOURCE EVALUATION & SECTION 106 COMPLIANCE

The City of Fort Bragg was seeking state grant funding to rehabilitate City Hall’s East recreational facility. M-Group was hired by the City’s Community Planning Department for the completion of a Historic Resource Evaluation of its City Hall structure as a supporting document to their state grant application. M-Group coordinated and conducted a site visit with City planning staff to record existing conditions on the exterior and interior of the structure. Through extensive archival research, documentation was located, confirming the building was designed by Architect William Henry Weeks and construction was funded by the Union Lumber Company along with Community Club’s membership drives. The evaluation identified the building as an eligible historic resource for local designation and state listing on the California Register of Historic Resources.

In addition, a preliminary evaluation of compatibility with the Secretary of the Interior Standards for the Treatment of Historic Properties for rehabilitation was provided on the City Hall’s East recreational facility’s conceptual design. The conceptual design created a multi-sport recreation room in the existing indoor pool area along, rehabilitated the gymnasium, and supported ADA restrooms and entrances. The scope of work also incorporated minor exterior alterations, interior renovations, and enclosure of the existing indoor pool to support functional and accessible recreational spaces.  Recommendations were provided in order to ensure that the proposed conceptual design maintained the structure’s historical significance and integrity.

Due to the project’s grant application and scope involving ground disturbance, M-Group’s work included the completion of Section 106 compliance. The State Historic Preservation Office, the Native American Heritage Commission, and Advisory Council on Historic Preservation were contacted and provided a summary of the structure along with a brief description of the project’s intent and conceptual design. Tribes associated with the area were invited to review and comment on the project and each record of communication was archived. M-Group communicated with various parties efficiently for a comprehensive evaluation of City of Fort Bragg’s City Hall and provided all reports and correspondence records to the City of Fort Bragg.
