Jim has more than 40 years of experience serving public agencies in the fields of planning and housing. He has worked for a variety of agencies in northern California and across the country. Jim has provided project management for complex development proposals, environmental review, policy updates and managed diverse teams of agency staff. Jim is highly skilled in engagement and communication and valued for his leadership skills. Jim has received several accolades for his outstanding achievements and ability to collaborate with staff, applicants and decision makers for successful outcomes.

Prior to joining M-Group, Jim developed his extensive knowledge as a Planning Consultant. His positions include Interim Planning Director for the City of Colfax where he managed development projects including a 69-unit hotel. Jim also contracted as Planner for the City of Gilroy where he managed development projects and policy planning. Jim is particularly adept with grant projects and programs and has provided technical assistance to many community programs including Stanislaus County Housing Authority, Build-It Green and the Corporation for Supportive Housing.  

Jim earned his Bachelor of Arts, Urban Studies/Economics degree from Temple University in Pennsylvania followed by a Master of Urban and Regional Planning degree from San Jose State University. He honed his management style as Director with The Housing & Community Services Department, County of Nevada, and as Managing Director of a Housing and Community Development group with a private consulting firm. His coaching style earned him several government agency awards for leadership and management success.

Jim enjoys the outdoors and is an avid hiker and biker. His favorite places to be are the beach or the mountains.  He enjoys spending time with his family, gardening and reading in his spare time.
