Carol has over 30 years of public sector planning experience. She has worked for the Cities of San Jose, Santa Clara, Hayward and Half Moon Bay. Carol’s broad skills and experience enable her to achieve positive outcomes for a wide range of planning activities. She has handled large and complex development and planning projects, managed CEQA review, supervised service delivery, conducted community outreach programs, formulated land use policy, and drafted zoning and sign codes.
Carol strategically manages planning projects to maintain schedules and achieve positive outcomes. She responds to applicants and community members with problem-solving approach that promotes an open and productive public process. She manages public processes to streamline service delivery and focus resources on activities that add value. She uses excellent communication skills and significant experience to create policy documents and ordinances that reflect community values and can be effectively implemented. Carol’s broad skills and experience enable her to achieve positive outcomes for a wide range of planning activities.
Carol has a B.A. in History from Southern California College. She enjoys cycling, hiking, folding origami, and spending time with her family.
