principal Environmental Planner

Olivia is an experienced environmental and land use planner, who demostrates strong attention to detail, in addition to excellent organization and communication skills. Her experience ranges from site specific review to programmatic long term planning. She is familiar with all required Elements of General Plans and has been involved in the preparation of additional Elements such as Sustainability and Energy and Mineral Resources. Olivia has authored Environmental Impact Reports for a variety of projects, including planned unit development, infill and density intensification, institutional, commercial retail, and office and industry. She is particularly adept at ensuring the internal consistency of environmental documents and supporting studies. 

She has conducted technical analysis for environmental impacts for air quality, water resources and water quality, and climate action planning. Her approach is to work collaboratively with the community, professionals, and regulatory agencies, disclose all potential impacts and offer design solutions to avoid or minimize environmental effects. Olivia's motivation comes from her desire to optimize the interface of human activity, economic stability, social equity, and the environment.

Olivia is an expert particularly working with a diverse group of professionals and stakeholders, and integrating technical analysis into a comprehensive environmental review document. She has experience securing environmental permits and conducting consultation with regulatory agencies including the Army Corps of Engineers, Regional Water Quality Control Board, US Fish and Wildlife Service, and the California Department of Fish and Wildlife. Olivia is familiar with the Caltrans environmental review process and has worked on infrastructure improvement projects. She is able to anticipate regulatory requirements and guide project design towards compliance. Her ability to collaborate closely with cities, counties, public agencies and the community contribute to the success of a project.

Olivia received a Bachelors of Science Degree in Environmental Resource Science from UC Davis. She is a participant in the Napa Chamber of Commerce’s Leadership Napa Valley Program. Olivia enjoys the recreational opportunities available in northern California from the coast to the Sierra.
