SENIOR Planner

Through his work in long-range policy and current planning, Justin Shiu has engaged in planning using a range of skills and experiences to support cities throughout the Bay Area. His ability to quickly adapt to diverse project requirements allows him to contribute to a wide range of tasks, including housing element updates, general plan updates, environmental review, ordinance revisions, GIS mapping, and staffing assignments for planning departments.

Justin plays an integral part in developing policy documents for projects in cities around the Bay Area. His work on housing element updates has helped cities in the counties of Contra Costa, Marin, San Mateo, Santa Clara, and Sonoma prepare housing elements for the 5th and 6th Cycle. Justin has contributed to ordinance updates that aimed to improve zoning code layouts and ordinance revisions that reflected the community’s individual needs while meeting new State requirements. Justin’s ability to work in a number of different capacities has been a valuable attribute in many other planning projects, including GIS mapping, General Plan updates, corridor plan development, and environmental document preparation throughout the region.

Justin’s experience extends to current planning at local planning departments, where he has served as a contract staff planner for cities in the counties of Alameda, Contra Costa, Marin, San Mateo, Santa Clara, and Solano. His work included planning counter staffing, application processing, plan checks, design review, and guiding single-family and multifamily residential, commercial, industrial, and mixed-use projects through discretionary review processes.

Justin received his Master’s in City and Regional Planning and M.S. Engineering in Transportation Planning degrees from Cal Poly San Luis Obispo. He acquired his B.A. in Urban Studies from UC Berkeley.

Outside of work, Justin enjoys spending time with friends, working on different arts skills and projects, and following Cal football and basketball.
